Council members reviewed a vendor estimate for park and waterfront security cameras during the July 14 meeting and asked staff to issue a request for proposals to obtain competitive pricing and address data-retention and public-records concerns.
Staff reported a proposal from the vendor Lighthouse (the same brand used by a nearby city) showing an example configuration: approximately $5,000 per camera for eight cameras ($40,000), plus an estimated $10,000 for installation and server hardware, and a three-year streaming/storage fee of $1,355 per camera (roughly $10,840), for a total example package of about $60,840. Staff noted another nearby city had similar systems; other council members raised concerns about Freedom of Information Act requests and retention/storage burdens.
Council members expressed interest in a full procurement process. One councilmember observed that because the threshold for requiring formal bids will increase on Sept. 1, staff should consider timing; others said an RFP would likely draw more competitive technology options and possibly lower costs. Council asked staff to draft an RFP that specifies desired outcomes, clarifies retention and FOIA handling, and identifies what would be managed in-house versus outsourced. No contract was awarded; the discussion concluded with an instruction to return with RFP results and cost comparisons.
Council did not adopt a policy on camera placement, retention length or public-release rules at the meeting; staff said they would frame those issues in the RFP and return with recommendations.
