City staff said the administration had advertised for applications beginning in October and had asked existing members to reapply, but explained that some incumbents submitted formal applications while others provided verbal or email confirmation. Several council members argued the process must be applied uniformly, especially for positions with competing applicants. Councilmember comments also noted some councilmember-appointed seats and standing bodies (for example, the Economic Development Corporation composition) have different nomination rules.
A motion to table the item carried with the council setting a target to readdress appointments at the August meeting. During the July 14 discussion, staff said they would compile a clean list of applicants, note which incumbents had submitted written applications versus verbal confirmation, and circulate workshop minutes and the proposed resolution on process to clarify next steps before the public vote.
Council emphasized the goal of a transparent, uniform process and said that incumbents who wished to be reappointed should be encouraged to submit the formal application materials. The item generated sustained discussion among council and staff and was the most contested agenda item at the July 14 meeting; no appointments were voted at that session.
