City says TWDB projects and interim fixes on track as TCEQ compliance deadline approaches

City staff told the Breckenridge City Council they are advancing Texas Water Development Board (TWDB) projects and interim fixes to lift stations and the wastewater treatment plant and expect to meet an August 26 deadline for addressing violations cited by the Texas Commission on Environmental Quality (TCEQ). City Manager Cynthia (City Manager) said the city has engaged with TCEQ in multiple recent meetings and has $7 million in TWDB projects in the pipeline including water and sewer lines, lift stations, Lake Daniels work, and upgrades to the wastewater and water treatment plants. She said the city is balancing interim fixes with the larger grant-funded projects to avoid duplication of work. Britney White (TWDB project staff) told the council the wastewater treatment plant has received TWDB approval to be advertised for bids; the city planned to advertise the bid the day after the meeting and expected to present results at a subsequent council meeting. She said the city hopes construction could start by the end of the year if the procurement and common-board approvals proceed as planned. On lift stations, staff said one lift station received a specific TCEQ deficiency in the recent inspection and is subject to the August 26 deadline; other stations showed minor issues. City staff described interim actions already underway: ordering control panels, pumps and auto-dialer alarm systems and securing quotes for installation. Britney said they expected an approval letter from TWDB for lift station project documents by about August 15 and thought the lift station project could be roughly a month behind the wastewater treatment plant schedule. Cynthia said the city will document interim corrections with photographic evidence in a letter to TCEQ to demonstrate items (for example, auto-dialers) have been installed and are functional. She also said the city has been prioritizing prudent use of grant funds and avoiding redundant work between interim repairs and the larger TWDB projects. Council did not take new policy action; staff characterized the report as an update and said procurement and installation of interim equipment have already started.
