City approves replat for 97.95‑acre Cotton Belt Farms parcel in McGregor extraterritorial jurisdiction

McGregor City Council approved a replat application for an unaddressed parcel known as Cotton Belt Farms — a 97.95‑acre property in the Robert Bissett survey — located in the city’s extraterritorial jurisdiction (ETJ) during its Aug. 21, 2025 special meeting.
Brian, city staff, told council the property sits in the city’s ETJ after earlier annexations extended the ETJ and that the applicants are not requesting city services. “This specific piece of property is in our ETJ here. . . . They are not asking us for anything. They're getting their water from Central Bosque that has been engineered and approved by Central Bosque's engineers,” Brian said.
He said Walker Partners reviewed the plat and provided numerous comments; staff determined some comments were applicable and others were not. Brian said the developer plans several parcel sizes on the replat: “Right now, it's, these 6 3 acre tracks that are on the top here on Willow Way, and then the rest of this is planned to be sold off in 10 acre tracks by description,” he said.
On utilities, Brian said the property will take water from Central Bosque and that wastewater will be served by aerator systems designated by the county. He warned that Central Bosque’s system cannot support fire protection on the property, meaning conventional municipal fire flows will not be available from that provider: “Central Bosque system can't handle fire protection, so they won't have it out there.”
A public hearing was opened and closed with no general public comments; one person (identified in the minutes as “Mister Butler”) was asked to identify himself for the record but did not offer substantive comment on the record. Planning and Zoning recommended the replat conditionally after the developer addressed a list of required plat text and specification items, Brian said.
The council moved to approve the replat (Property ID 139923) by motion and voice vote; the motion carried. The approval applies to the plat configuration in the ETJ and does not obligate the city to provide water, wastewater or fire protection services to the parcels. Staff said the developer will need to meet the county’s wastewater requirements for aerator systems and finalize any outstanding plat notes identified by Walker Partners and county reviewers.
