Pearland City Council on Monday authorized the use of eminent domain to acquire a 0.2363-acre parcel needed for the Makawa Road widening project, approving Resolution R2025-101 by unanimous vote.
Staff reported the city has acquired most parcels needed for the Makawa project and that the particular parcel — described in the staff summary and corresponding deed references — has an appraised value of $38,374. Staff said the property owner has been contacted but to date has not accepted the city’s offer; legal staff recommended authorization to acquire the fee interest if negotiations do not produce an agreement.
Council voted to authorize the city manager and legal to begin eminent-domain acquisition proceedings for the parcel but emphasized that staff will continue to negotiate if the property owner proposes a counteroffer. The resolution passed 7-0.
Public works staff said acquisition of remaining parcels is necessary to keep the Makawa Road widening on schedule; staff will continue to work to minimize impacts and to attempt negotiated settlements before proceeding with condemnation.
