The Pearland Planning and Zoning Commission on June 16 unanimously approved a conditional use permit for food sales on- or off-premise (a 2,278-square-foot coffee shop with a drive-through) at 1818 Main Street in the M-1 light-industrial zoning district.
Staff said the site is in the commercial center place type on the future land use map and that surrounding zoning and use are compatible with the proposed coffee shop. “Staff found that the request met all seven of the criteria for approval of a conditional use permit,” Steph said, and recommended approval with a condition requiring exterior facades to be developed substantially in conformance with the applicant’s facade renderings.
Bobby Orr, owner with Presidio Equities LLC, and civil engineer Cody Rogers presented for the applicant. Rogers told the commission they had secured a TxDOT traffic impact analysis memo confirming no negative impact to regional traffic and that the site will tie into an existing detention facility serving nearby developments. Orr said the project is intended for a national coffee shop chain; the applicant identified it in the hearing as Starbucks.
Commissioner John McDonald moved to approve the CUP, and Commissioner Eisenberg seconded, adding staff’s recommended facade condition. The commission voted 7-0 to approve with the condition.
Staff said the proposal will access the site from Rice Dryer Road with internal cross-access to an adjacent car wash; the building face toward Main Street will be subject to the corridor overlay district design standards for materials, articulation and transparency. Future building permits and site-work must comply with UDC and corridor overlay requirements before construction begins.
