Staff said the request by the applicant (24A C Pearland Parkway LLC, represented at the meeting by Nick Monometi) met approval criteria and that the Planning & Zoning Commission had voted 7‑0 to recommend approval on July 7. "The requested GB District met all of the approval criteria for the zone change," a staff presenter told the council.
Applicant presentation: Nick Monometi said the proposal is to allow retail centers along the Pearland Parkway frontage, with two curb cuts and parking in front and rear; he noted the larger 24‑acre tract retains residential zoning beyond the rezoned depth. "We believe the impact on any homeowner is very minute given that we are separated by over hundreds of feet from any homeowner," Monometi said, citing distances of 400 to more than 1,000 feet to nearby homes.
Council action: The council voted 7‑0 on the ordinance first reading (ordinance number read into record as 2000M‑274). No members spoke against the request; no public speakers appeared in opposition at tonight’s hearing.
