Pearland City Council on Monday conducted a public hearing on a petition to create a Public Improvement District (PID) covering about 79.7 acres along Smith Ranch Road, south of Hughes Ranch Road, to finance wastewater infrastructure estimated at $6,135,450.
The council did not take a levy vote; the hearing was the first of two steps. Staff and the PID consultant Abdi Yacine (Municap) described the PID process under Chapter 3 of the Texas Local Government Code and said the PID would be governed by the council and could finance a lift station, gravity mains, force main and related easement acquisition. The proposed mechanism is a developer-financed reimbursement approach with a future assessment attached to properties in the PID when the levy is adopted.
