City staff said a tax rate of 0.448989 had been proposed for FY 2025‑26 and that the proposed rate is a reduction from the current rate (described in the meeting as "44 99 89"). Staff explained that, because the proposed rate is above the no‑new‑revenue rate for the city, state law requires publication of a notice and a public hearing despite the decrease. The proposed rate was the basis for the draft budget the commission reviewed in prior workshops, staff added.
A commissioner moved to approve the proposed rate for publication and to set the statutorily required public hearing; the motion passed by record vote with all commissioners voting in favor. The public hearing and the final vote on the tax rate are scheduled for the Sept. 22, 2025 commission meeting; staff said the commission will vote on the rate immediately after the hearing.
