McALLEN, Texas — The McAllen City Commission on Monday approved multiple procurement and budget items, authorized a federal grant submission and received the city’s quarterly investment report.
Banking and contracts: Commissioners approved the Audit & Investment Committee’s recommendation to award the depository bank services contract to PlainsCapital Bank for an initial term from Aug. 1, 2025, through July 31, 2028, with two one‑year extensions at the city’s discretion. Under bids and contracts, commissioners approved a $61,107 award of contract to Celso Gonzales Construction of Mission for sidewalk and parking lot improvements at Suites Park. They also approved a contract to Negrete & Koehler Architects LLP of Austin for architectural design services for the McAllen Police Department indoor firearms training facility in the amount of $848,000.
Federal grant submission: Commissioners authorized staff to submit a grant application to the U.S. Department of Transportation under the FY25 Safe Streets and Roads for All (SS4A) program seeking $4,707,208 for construction of an underground pedestrian crossing. The grant requires a 20 percent local match if awarded; staff estimated that match would total $1,176,802.
Investments and finance: Finance Director Sonia Resendiz presented the quarterly investment report for the quarter ending Dec. 31, 2024. The report showed an ending book value of $184,526,680 and a weighted average yield to maturity of 4.29 percent. Resendiz told commissioners the report complies with the Texas Public Funds Investment Act and the city’s investment policy and was reviewed by the Audit & Investment Committee.
Other approvals: The commission approved an award to purchase a 28‑foot mobile emergency command trailer for $149,008.70; funding includes a $90,500 grant from the Office of the Governor (homeland security) and $59,003.69 from the sanitation fund. The commission also approved emergency purchases for air conditioners at the Central Fire Station and an amendment to authorized police department positions to change two peace‑officer positions to one sergeant and one lieutenant.
What’s next: If the SS4A grant is awarded, staff will return with details on the local match funding source and construction schedule.
