Commission adopts FY25–26 CDBG and HOME action plan amid funding shortfall

The McAllen City Commission adopted the fiscal year 2025–26 annual action plan that allocates Community Development Block Grant (CDBG) and HOME Investment Partnerships funds, following a presentation by the Community Development Advisory Council chair.
Erica Yvonne Mejia, chair of the Community Development Advisory Council, told the commission the board reviewed 42 funding applications totaling nearly $4.6 million in requests but had only about $2.1 million available to allocate. The board recommended funding allocations after multiple public hearings and consultations with city staff. Mejia said the board prioritized projects based on recaptured funds, report completeness, number of clients served and activity type.
Mejia provided a category breakdown presented to the commission: approximately $4.4 million in construction and housing requests competed for roughly $1.0 million available in that category; public and social services requests were about $235,000 while approximately $241,000 was available; and just over $502,000 was available for HOME home-ownership activities. The transcript notes that no Emergency Solutions Grant funds were awarded this year.
A motion to adopt the FY25–26 annual action plan passed with no roll-call vote recorded in the meeting transcript.
Mejia thanked commissioners and city staff for the citizen-participation process and said the board will continue outreach to maximize impact given constrained resources.
