LMPO staff flags net funding change in draft 2026 UTP compared with 2025 UTP

LMPO staff provided an informational comparison of the 2025 Unified Transportation Program (UTP) allocations and the draft 2026 UTP at the Aug. 19 meeting. The staff spreadsheet attached to the agenda showed a net negative variance of about $25,400,000 when comparing the periods on an apples-to-apples basis, per the presentation.
Staff explained that some of the difference reflects changes in obligations, change orders and category shifts between program years; the presenter noted the 10‑CR funding category shows obligations ending in 2028 and flagged the potential for Congressional reauthorization to change that outlook. The presentation was short and intended to prompt review and comment; staff invited questions and said they were continuing to learn details of the draft program.
The committee received the informational report; no action was taken. Staff recommended that committee members review the attached spreadsheet in the meeting backup and provide comments as appropriate.
