Madrona Institute submits final Compass report and urges county to form transportation advisory committee

Chom Greesen, speaking on behalf of the Madrona Institute and the Compass project, formally submitted the final Compass Community Input Report and urged the San Juan County Council to treat transportation as the county's top climate and equity priority.
Greesen said transportation — including marine and land vehicle emissions — accounted for about 64 percent of the county’s greenhouse gas emissions in 2023, and that Compass conducted 19 sessions and engaged 258 participants across the ferry‑served islands between September 2024 and July 2025. "Action on transportation is the top priority," Greesen said, and recommended the council consider establishing a transportation advisory committee that would bring together Washington State Ferries, County Public Works, ports, and local voices to plan ferry electrification, reliable island transit, walking and biking infrastructure, and to integrate climate into capital and operational decisions.
Greesen offered to have Compass leaders present key findings at a future council meeting when the comprehensive plan update is on the agenda. Council members did not take action during the public comment segment but were asked to consider the advisory committee concept and the Compass report as they deliberate the comprehensive plan.
