Staff described irrigation and ground-preparation needs for the north RV/camp area and the infield: hard-packed soil and poor infiltration create lakes when water is applied, and staff proposed aeration, localized irrigation heads and phased compost/soil improvements to establish turf in the long term. Staff discussed potential in‑ground sprinklers for high‑traffic areas and suggested an aerator purchase (vendor quote cited) to make surface watering and seeding more effective.
Staff also reviewed fair logistics: entries into this year’s fair were up (more than 7,000 fair entries and about 224 horse entries cited), and staff reported a scheduling conflict between horse‑barn youth games and the rodeo. The horse‑barn superintendent requested arena time; rodeo organizers proposed an earlier start. Staff confirmed a plan to keep youth horse activities first and to delay the rodeo until the arena is clear, noting a practical rodeo start time of about 2:30 p.m. (or later) so youth activities may finish and not conflict with the racetrack schedule.
Staff requested design and cost estimates for irrigation controllers, sprinkler heads and layout; county staff suggested coordinating with the county’s grant contact to determine whether irrigation improvements could be eligible for safety or infrastructure grants. Fairgrounds staff said they will supply a facility map and an equipment list for procurement planning and budget requests.
