Planning commission recommends allowing schools to expand in Rural 5 zone, adds vocational programs to review

The County Planning Commission recommended that the Board of County Commissioners amend the land development code to allow schools to expand in the Rural 5 zone and to clarify how new and existing schools are treated under conditional-use rules. Jeff Johnson, Community Development Services staff, told the commission the change would "allow the school district to utilize the land to expand school services and accommodate school district needs." He said several school-district–owned parcels lie just outside the county's urban growth area and are currently considered nonconforming, which prevents expansion. Commissioners discussed limits and safeguards. One member warned against converting limited commercial land to school use because "schools don't pay taxes," a concern raised during the discussion about the proposal's fiscal impacts on a small supply of commercial parcels. The commission also discussed keeping conditional-use review for new schools to address traffic and other site impacts. A motion to recommend approval of item 25-01 with amendments to explicitly allow vocational and technical education, and to add conditional-use provisions for schools in master-planned developments and PUDs, passed 3–1. The commission recorded one "nay" and three "ayes." The motion will be forwarded to the Board of County Commissioners for final action. The commission's recommendation does not itself change the code; it asks the board to adopt the proposed ordinance language and the additional clarifications the commission requested.
