Council dissolves Shoreline Park and Recreation District; council cites duplication of services

The Metropolitan King County Council adopted Proposed Ordinance 2022-0301 on Aug. 19, dissolving the Shoreline Park and Recreation District. Councilmember Dana Dombrowski presented the ordinance and described the district’s history and the rationale for dissolution.
Dombrowski said the district was formed in 1958 and that, over time, the city of Shoreline assumed most park-and-rec services after incorporation. Recent studies, including work funded by the county’s pools levy, indicated that the Shoreline Park and Recreation District was not a viable vehicle for constructing a regional swimming pool that would serve Shoreline and Lake Forest Park. Shoreline is preparing to form a Metropolitan Park District, which the council noted can provide the statutory authority for park services and projects.
Dombrowski offered an oral amendment to insert the Aug. 19, 2025 hearing date into the record; the amendment was accepted. The council voted 9–0 to adopt the ordinance dissolving the Shoreline Park and Recreation District.
Action taken: Proposed Ordinance 2022-0301 was adopted by the council on a 9–0 roll-call vote, and the verbal amendment inserting the public hearing date was made part of the record.
Context: The ordinance follows several years of study and interlocal conversations among the county and the affected cities; council staff said dissolution removes an inactive special district and clarifies governance for park services in the two cities.
