Board votes to start process to dissolve South Lake Mosquito Abatement District; audit to follow

The Lake County Board voted Aug. 12 to begin the statutory process to dissolve the South Lake Mosquito Abatement District and to commission the audit required by state law for such a dissolution. Members in favor said most Lake County municipalities already manage mosquito control directly and argued municipalities would provide more direct accountability. Several members said the district was the only mosquito-dedicated taxing body in the county and questioned its transparency and responsiveness. Members opposing the measure warned dissolution could remove mosquito services from unincorporated residents and said an audit will show only how money was spent, not whether services were effective. Member Paul Frank, who introduced the item in committee, said municipalities should be able to manage mosquito services; Member Main and Member Peterson recorded objections on the floor. Frank and other members said the audit is the required next step under state statute and that the board will share the audit with impacted municipalities. The motion passed with two recorded oppositions (Members Main and Peterson). The vote directs county staff to pursue the audit and follow the statutory dissolution process; it does not itself dissolve the district. Board members noted several municipalities in the district have requested the audit and that the county will share the results when complete. Implementation will include notifying affected municipalities and reviewing service coverage for unincorporated areas. The board requested staff provide the audit report to municipalities in the district and to the board once completed.
