The Financial and Administrative Committee on July 31 approved a two‑year contract, with up to three one‑year renewals, with JPMorgan Chase for the county’s procurement card program.
Purchasing manager Yvette Aberon told the committee the existing procurement-card contract expires Aug. 31, 2025, and the cooperative contract with Chase provides a slightly higher rebate rate than the county’s current arrangement. Contract administrators told members the procurement-card program will be integrated with the county’s new ERP system to improve visibility of spend.
Why it matters: procurement cards are a widely used financial tool for departmental purchasing that also create reporting and compliance needs. Several members recalled prior compliance issues with cardholders and said continued controls and visibility are essential.
Committee discussion
Members supported continuing the program while asking that purchasing reissue a competitive procurement in 2027 rather than extend indefinitely, since the Chase arrangement was selected in part to align with the ERP transition. One member raised ethical concerns about bank investments and asked staff to revisit the vendor marketplace in 2027.

The committee approved the contract and authorized staff to proceed with the cooperative agreement; staff said they will return to competitive procurement in 2027 after ERP integration.
