City of Kingman staff told the Clean City Commission on July 17 that the city will open a pilot recycling drop-off site Oct. 1, 2025, at 3700 East Andy Devine. The site will operate Wednesday through Saturday from 8 a.m. to 2 p.m. and will charge $7.53 per vehicle per trip.
The program will start as a one-year pilot and will be staffed with two full-time city employees and one part-time employee, who staff said will educate customers and try to keep contamination low. City staff said both city and county residents may use the site.
Staff listed the initial commodities the site will accept: cardboard; aluminum and steel; plastic No. 1 (water and soda bottles) and No. 2 (milk jugs, detergent bottles); and mixed glass. Staff cautioned those commodities are subject to change depending on market conditions. The city will erect a fence and prepare signage before opening, and staff said flyers and outreach will follow.
No formal commission action was taken at the July meeting; commissioners heard the presentation and asked logistical questions. A commissioner asked whether the $7.53 fee applies per vehicle regardless of how full the vehicle is; staff confirmed the fee is per vehicle trip. Staff said the City Council previously approved the program and that the commission could begin publicizing the service; staff said they will start advertising the program and can provide flyers for First Friday events.
Commissioners praised the program as a needed service in Kingman but did not vote on additional funding or operational changes during the meeting. Staff said the pilot will be reevaluated after one year to determine next steps.
The commission will receive further operational details and outreach materials before the site opens.
