Cultural Arts Commission recommends $1.86 million for arts and events grants

The Plano Cultural Arts Commission recommended $1,863,851 in combined arts and events grants for the 2025–26 cycle, allocating $1.5 million for small and major arts and $363,851 for special events, the commission told council. Diane Goble, chair of the Cultural Arts Commission, said the commission evaluated 19 applicants and recommended funding for 18 after a scored two-part application process (written application plus oral presentation and Q&A).

Goble explained the scoring framework: 50% of an applicant’s score is based on heritage-of-tourism (HOT) criteria and audience attraction, 30% on organizational operations and finances, and 20% on performance milestones; applicants must score at least 70 points to be eligible. “An applicant must achieve a score of at least 70 to be eligible for funding,” Goble said.

The commission recommended awarding a 25% formula for major arts applicants (up to 25% of reported expenses, then prorated to fit available funds) and maintained a rule that no major arts applicant may receive more than 35% of total city funds. The commission also recommended expanding opportunities for small arts applicants and will participate in a pending review of the overall grant program and cultural-arts plan. Council members thanked the commission for outreach to smaller groups and noted the commission’s role in developing performance measures and marketing assistance for grant recipients.

The commission’s detailed award spreadsheet and scoring backup will be included in the budget packet for council consideration as part of the overall cultural-arts funding decision.
