City and county approve interlocal to reconstruct Northside Road in joint project

The council approved an interlocal agreement with Victoria County to reconstruct Northside Road and an adjacent county section, with the city paying the portion inside city limits and the county funding its segment. County Commissioner Jason Ort and city staff described a cooperative arrangement to bid and complete the full corridor project to Parsons with Clark Construction as the low bidder.

Staff said the city's base bid covers roughly 1,448 linear feet (about 0.27 miles) inside the city and the county's base bid covers about 5,462 linear feet. The city's share of direct construction costs (after bid) was presented as $114,002.91, mobilization and barricading apportioned $15,001.92 to the city, and the city's portion of design costs was about $14,078; the total city cost shown in the post-bid tabulation was $143,362. The overall project bid was $534,315 with a mobilization/barricade line of $72,500.

Ken (staff) described the planned scope: reclaim and cement stabilize the base, place aggregate, and install a straight AC (AC-15P) surface with a one-inch overlay; the work includes striping (double yellow and white edge lines). Staff said doing the work in summer permits use of AC-15P rather than emulsions used in cooler weather. The city will provide inspection services and help manage detours.

Commissioner Ort said the project arose from citizen complaints and increasing traffic; he thanked city staff for the joint approach and noted other collaborative road opportunities on the south side of town. Council voted to adopt the interlocal agreement by motion and voice vote.

Staff said the city portion will be completed first to ease detours and that the funding will come from the city's portion of the project budget as presented.
