The Alma City Commission held a public hearing and then adopted a resolution confirming the special assessment roll for unpaid 2024 charges and authorizing placement of the charges on the July 1, 2025 tax roll.
City staff reported that utility accounts are the largest category on the list, with 158 delinquent accounts referred for special assessment this year compared with 153 last year. Staff said some account holders have paid since receiving notices and that those who have paid may be removed from the tax-roll referral. Staff reported two aggregate totals in the meeting: an initial total special assessment amount of $49,844.21 and an amended total of $48,594.21 if the commission approves removal of five blight-related fees currently in litigation.
Staff identified one blight parcel at 399 Charles that is in litigation and recommended withholding five fees totaling $1,250 until litigation concludes; if those fees are removed temporarily the blight line would be reduced to $550. The staff presentation also listed other categories included on the roll — rental license fees, noxious weed cutting, sidewalk replacements, frozen meter charges and sanitary/sewer service — but the transcript did not record per-account dollar breakdowns beyond the totals described above.
After a public hearing in which no members of the public spoke, the commission voted to adopt the amended assessment roll (removing the litigation-held fees) and authorized placing the charges on the July 1 tax roll.
