Illinois Commerce Commission approves time extension, rate increase and multiple utility reconciliations

The Illinois Commerce Commission approved a slate of transportation and public‑utility orders at its May 22, 2025, meeting, including a time extension for a rail crossing safety project, an increase in a daily storage rate for licensed relocators, multiple reconciliations of utility riders, and various certifications and cancellations affecting electric, gas and telecommunications providers.
“Item RR1 concerns a public safety improvement project at a rail crossing in Chicago. The order grants a project time extension,” the chair said; after asking “Are there any objections to approving the order?” and hearing none, the commission approved the extension.
The commission approved motor‑carrier item MC1 to increase the daily storage rate charged by licensed relocators from $40 to $45 after the first 24 hours. The meeting record shows the chair moved minor non‑substantive grammatical edits to the order and Commissioner Reddick seconded that motion; the edits and the order as edited were approved without objection.
The panel denied a petition for rehearing in docket T23‑27 filed by Union Pacific Railroad seeking funding for a third‑party consultant; the administrative law judge had recommended denying the petition and the commission affirmed that recommendation.
On the public‑utility agenda the commission approved a series of reconciliations finding costs reasonable and prudent, including Ameren’s reconciliations for the Clean Energy Assistance Charge (CEAC) for the 12 months ending May 31, 2024, and for the Renewable Energy Adjustment (REA) for the period June 1, 2018 to May 31, 2019, and ComEd’s Zero Emissions Adjustment (ZEA) reconciliation for June 1, 2023 to May 31, 2024. The commission also granted a number of certificates to entities to install and maintain electric vehicle charging station facilities and granted requests for confidential treatment where petitioners demonstrated proprietary information.
Other actions approved without objection included a supplemental service agreement between Spoon River Electric Cooperative and Ameren resolving service territory issues; orders granting and canceling various agent, broker and consultant certificates; exemptions allowing Ameren to use updated uniform system of accounts established by a FERC order for reporting; and approvals under the Illinois Adjustable Block Program and Illinois Solar for All Program.
The meeting minutes for the April 24, 2025 resource adequacy policy session and the May 1, 2025 public utilities special open meeting were edited and approved, and several administrative filings directing petitioners to file missing reports within 14 days were issued. The orders were adopted by voice vote or unanimous consent with no recorded roll‑call tallies in the public record of the meeting.
