Council authorizes police grant applications and accepts state parks grant for off-highway vehicle

The Pinetop Lakeside Town Council unanimously authorized two police-related grant actions: permission to submit a 2025 Tohono O'odham Nation gaming-distribution grant proposal for two patrol vehicles and formal approval to accept an Arizona State Parks and Trails (ASPT) supplemental grant to purchase an off-highway vehicle (OHV) with 90% reimbursement.
Chief Dan Barnes asked the council for authorization to submit the Tohono O'odham Nation grant proposal. "At this time, we are requesting authorization to move forward with submitting that proposal," he said. The department plans to request funding to buy two patrol vehicles; staff obtained quotes through a state-contract Ford dealer and an upfitter. Chief Barnes said the total vehicle cost for that proposal is $134,342.52 and the proposal was due June 9. Councilor Heisler moved and the council adopted Resolution No. 25-17-75 authorizing submission of the grant application and, if successful, appointing Chief Dan Barnes as the town's agent to negotiate with the Nation through Nov. 30, 2025.
On a related item, the council approved Resolution No. 25-17-76 to accept an Arizona State Parks and Trails OHV supplemental contract (ASPT No. 552511). The commander presenting the item said the grant covers a side-by-side off-road vehicle for state parks and trails enforcement and includes a portion of overtime costs. The commander said the total project cost is just over $84,000, with the town's share totaling $8,418.38, and that the grant reimburses the town at 90% for eligible costs. Detective Ricky Bunch confirmed the overtime portion runs over a two-year period. Councilor Smith moved to adopt the resolution authorizing the chief as the town agent; the motion passed unanimously.
Both actions name the chief of police as the town's authorized agent to negotiate and execute grant documents. Councilors did not express opposition and votes were unanimous. Staff will proceed with the grant submission for the gaming-distribution proposal and with implementing the ASPT contract through reimbursement procedures.
