Staff outlines commercial infill incentive district, reports ~341 vacant commercial parcels within Kingman city limits

Economic development staff described the program’s origin in 2018–2019 as a citywide fee-waiver effort that later concentrated to a defined infill incentive boundary covering downtown, Andy Devine and parts of Airway. The program has waived building permit, inspection and review fees to encourage tenant improvements and retail attraction, staff said.
Staff told the commission a preliminary GIS query identified about 341 commercially zoned vacant parcels inside city limits; staff said they did not have full building-level vacancy square footage readily available but offered to develop more detailed vacancy counts if commissioners wanted them. "I actually have the information on the vacant land," staff said, "to do the analysis of buildings would be a little more timely." The staff presentation noted the current incentive boundary expires Dec. 31, 2025 and said staff is coordinating with Development Services on proposed expansions to corridors such as Airway, Bank Street and others.
Commissioners recommended additional outreach and data collection, including sending property-owner surveys to capture up-to-date vacancy status and square footage, and suggested a publicly accessible map of available sites to support retail recruitment. Staff said they regularly coordinate with brokers and retail coach partners and can add updated vacancy maps to the city website when available.
No formal action was taken; staff will continue preparing mapping updates and work with Development Services to evaluate a potential expansion of the incentive district.
