Council rejects bids for 2025 solid-waste disposal-area improvements

The Watertown City Council voted Aug. 4 to reject all bids for the 2025 solid-waste improvements at the public disposal area (project No. 2519). City manager Alan Stager and landfill staff recommended rejection after further site review and follow-up discussions with council members. Stager told the council staff believe they have an alternative solution that would allow improvements while avoiding immediate construction of a ramp solution; rejecting bids will let staff revise the scope and return with a plan. Councilman Peters moved to reject all bids; the motion was seconded and carried on a roll-call voice vote with all present voting aye. Council discussion noted several members had visited the landfill and participated in behind-the-scenes work to refine options. The council recorded the vote on the record: Pauline (aye), Mormon (aye), Peters (aye), Shutti (aye), Allen (aye), Heuer (aye). Staff will return with the revised approach and any subsequent procurement recommendations.
