Planning staff explained the property contains a single‑family residence at the front of the lot and that the applicant seeks to create a second parcel to the rear. Staff said the proposed subdivision meets the city’s zoning and subdivision requirements but flagged two conditions staff will expect in future platting: separate, independent utility service connections for the new rear parcel and a shared‑access agreement to govern access to the back lot.
The planning staff noted that the city’s ordinance does not currently require a residential lot to front directly on a public right of way, a standard that some municipalities use, but that in this instance staff would require the shared access and distinct utilities to avoid future service disputes between neighbors.
Council members moved to set the ordinance’s second reading for July 15, 2025; the motion to set the second reading was recorded as approved in the meeting minutes. The matter will return to council for final action on that date.
