The City of McFarland presented a summary of a land exchange completed Aug. 1, 2024 that transferred an 18-acre parcel on Elmo Highway in exchange for a frontage-road property appraised at $680,000, producing a city-reported net benefit of $130,000. City staff member Paul Saldana said the city had originally purchased the Elmo parcel for $500,000 and subsequently accepted land offered at Mast and Taylor for the police department. The exchange required compliance with the California Surplus Land Act and review by the California Department of Housing and Community Development (HCD). “On June 10, we received confirmation from HCD that the property qualifies as exempt surplus land and that the city would be able to move forward with that exchange,” Saldana said.
