The City Council on Aug. 11, 2025, authorized a design and construction-management contract with CRW Engineering to fix a failed stormwater line on Evergreen Drive that currently runs beneath a private residence.
Public works staff told the council the city's original storm line was routed downhill and, after a later house was built over part of that alignment, the line has since failed and been repeatedly hammered. Staff secured an easement from neighboring property owners to reroute the storm line away from the house and connect to an existing public line; the project will remove the maintenance and safety burden of the line running under private property.
CRW Engineering was selected from four proposals. The firm's scope includes design, staking, contract compliance and inspection. The negotiated contract amount is $74,375; staff recommended a 10% contingency ($7,437.50) for a total authorization of $81,812.50 to be paid from the stormwater fund. Staff asked for council authorization to complete design and, if needed, execute change orders up to the contingency amount.
Council approved the authorization by voice vote and authorized the city manager to sign project documents. Staff said they would attempt to complete the work before the end of the year and cited the need to stop water from entering a nearby garage during heavy rains.
