Council approves transfer of retired police SUV to KUSD law and public safety program

Kingman — The City Council unanimously approved donating a retired police vehicle to the Kingman Unified School District (KUSD) to support hands-on training in the district’s law and public safety CTE program.
Staff described the vehicle as a 2014 Ford Explorer with roughly 135,051 miles and an estimated resale value between $5,000 and $7,000. The city will remove the police radio before transfer; some interior equipment such as emergency lighting and the prisoner partition will remain in place to support training. City staff cited city code section 2-351(h) as authority to transfer surplus property to another government entity.
Don Doughty, teacher for the law and public safety program at Lee Williams High School, told council the vehicle would be used for training exercises including traffic-stop practice, vehicle searches, accident investigation and building searches, and to support community events and demonstrations. He said the program enrolls about 105 students across three sections and is expanding a year-3 advanced track offering on-the-job learning and a national 9-1-1 telecommunicator certification.
Councilor Ward pulled the item for more information before the vote and said he wanted the public to understand the vehicle’s intended use. After the school staff described the program and its training uses, Ward moved to approve the transfer; the motion carried.
The vehicle donation is intended for educational and training use; the police radio will not be included in the transfer.
