Councilor Barranco, who moved the recommendation, said the Scout had shown responsiveness and wider distribution for printed copies and noted the operations committee approved the recommendation 3-1. Barranco said switching to the Scout produced better reader engagement and lower costs since the legislature allowed more competition for legal notices.
Councilors discussed the choice but ultimately approved the resolution by roll-call vote. The change is intended to take effect before the current publishing contract ends June 30.
The resolution does not change other city communications channels; it designates the legal-notice publisher as required for municipal publishing and ensures continuity for required city notices.
