Joint body upholds approval for short-term rental permit with conditions near Sioux Falls

At a joint meeting of the Minnehaha County Commission and the Sioux Falls City Council, the bodies upheld the Joint Planning Commission’s approval of Conditional Use Permit 2527 to allow a short-term rental on a property described in meeting materials as 25952470 Sixth Avenue.
Minnehaha County planner Kevin Hookman told the joint body the applicant proposes to rent the entire property but to make only three of five bedrooms available and to limit occupancy to nine people; those restrictions were incorporated into the permit conditions. Hookman said the Joint Planning Commission approved the conditional use permit unanimously with 11 conditions; the Sioux Falls planning commission approved it 3–1 with the same conditions.
Property owner Mark Skadsen spoke in favor of the permit, acknowledging a financial motive and saying he and his wife had discussed traveling while renting the property. Skadsen said, "I'm the owner," and that he and his wife "want to make some money." A local property manager, Albert Eising of SODAC Stays, said his company would manage the property, operate a 24/7 contact number and use exterior security cameras and an interior decibel monitor to address noise complaints. Eising said, "We handle everything 24/7, 365."
County and city staff noted the permit’s conditions include safety and state permit requirements, a limit of nine occupants, locking two bedrooms, quiet hours from 10 p.m. to 7 a.m., and a prohibition on using recreational vehicles as a campground. County staff described enforcement steps: neighbors report violations to staff, staff investigate and may recall the permit to the planning commission for review and potential revocation if conditions are repeatedly violated.
The Minnehaha County Commission recorded a roll-call vote sustaining the planning commission approval; the Sioux Falls City Council then moved, seconded and recorded a 7–0 vote to uphold the planning commission’s approval.
The permit is approved with the stated conditions; staff said recurring violations could prompt a recall hearing and potential revocation of the conditional use permit.
