Sioux Falls council approves three rezoning ordinances for West Burnside, East 20th and N. Garfield properties

The Sioux Falls City Council on June 3 approved second readings of three rezoning ordinances, each by unanimous 8-0 votes, changing zoning on parcels at 1525 West Burnside Street, 1207 East 20th Street and 1301 North Garfield Avenue to permit denser residential uses.
The actions amend the official zoning map and follow Planning and Development Services recommendations. The measures matter because the new zones permit the property owners to redevelop sites for multiunit housing that the applicants say will respond to local housing demand.
Jason Bieber of Planning and Development Services summarized each application. For 1525 West Burnside (about 1 acre), owner Sheila Peering (Peering Properties LLC) requested rezoning from C-2 (Commercial neighborhood and street car district) to RA-2 (Apartment residential moderate density) to redevelop the site with a two-story apartment complex. For 1207 East 20th Street (0.13 acres, near Avera McKennon’s main campus), applicant Tyler Van Herdy requested rezoning from RS (single-family residential suburban) to RD-1 (twin-home/duplex residential suburban) to construct a duplex. For 1301 North Garfield Avenue (0.27 acres), Southeastern Development Foundation requested rezoning from RD-1 (twin-home duplex) to RT-1 (single-family residential traditional) to allow two houses on the lot.
Each item was presented with the Planning Commission recommendation of approval (5-0) and there were no public speakers on these items during the meeting. Councilors moved and seconded the approvals and each ordinance passed on second reading by unanimous roll-call votes.
The council did not attach additional conditions during second reading; applicants will proceed under the new zoning and any required building or development permits. These rezoning approvals change the official zoning map as referenced in the ordinances.
