Local contractor questions snow-removal bid requirements after consent-agenda award; board staff cite evaluation criteria

A local contractor addressed the Lake Monterey board during public comment on Aug. 12 to raise concerns about this year's snow-removal award language after the consent agenda included a contract award. Stan Craley of Mountain Barn and Ranch Service told the board his company plowed district lots for 17 years and used a 14-foot snow pusher to improve efficiency. He said the district's bid requirement that contractors have a 14-foot box disadvantaged competitors with smaller equipment and that his company was deemed "not qualified" this year despite long service. After the consent-agenda motion to approve vendor awards passed, board members asked facilities staff to clarify the selection. Facilities Director Matthew said the specification asked bidders to list schools of interest, hourly rates, equipment and staffing experience. For the high school and middle school he said two bids were within $5 an hour but one bidder provided a staff-experience breakdown the other did not; for Northside he said the district received only one bid and selected that contractor because no alternative was available to compare. Board members said they wanted to discuss the matter further in committee and asked staff to provide additional details if a contracting protest or reconsideration request is filed. The consent-agenda approval, which included the snow-removal contract awards, passed on a voice vote at the meeting.
