He acknowledged the recent millage result and urged residents to "do your research and you've got to show up" in November. Cain cited turnout figures, saying there are "74,000 registered voters, only 27,000 bothered to get off the couch," and criticized low participation in down‑ballot races.
Cain also said seven cities in Wayne County have "a fully functioning financial department" and suggested Livonia should match that standard. He said he will host a teach‑in about the library elevator issue and that the broader conversation about the city's future continues.
Cain's remarks were part of the public comment period; no council action was taken and the comments were entered into the record.
