The Lansing City Council on Aug. 11 unanimously approved Brownfield Plan amendment No. 80, clearing the way for the Pleasant Grove Homes Mixed‑Use Redevelopment Project. Councilmember Hussain moved the amendment; the motion passed without opposition.
Council materials describe the developer as Homes in Pleasant Grove LLC with Brent Forsberg as principal. The first phase proposes a three‑story mixed‑use building at West Holmes and Pleasant Grove Roads that would include roughly 5,800 square feet of commercial space and 30 energy‑efficient residential units. Council staff said renovation and construction would include full stormwater infrastructure for the site, a large exterior plaza and public activation space, and a Malcolm X memorial referencing his time as a student at the site.
Hussain recapped the financing and community partners, including work with the National Coalition for Community Capital and CityCraft. “Rent prices for units utilizing housing TIF will be kept attainable, to persons at or below 120% of the area median income, for the entire duration of the plan, which is 30 years,” Hussain said. The council packet listed total capital investment at about $9.6 million, of which $3.8 million is identified as reimbursable eligible activity under the Brownfield plan. New tax increment is estimated at $5.6 million over the life of the plan and the project is expected to create roughly 10–15 full‑time equivalent jobs.
Staff and council discussed the project’s phased construction schedule. A representative said construction was hoped to begin in late winter or early next year, with finalization targeted for April 2027, contingent on MSHDA approvals for any housing TIF use.
The approval is an amendment to the Brownfield plan and does not itself authorize site permits, which will still require standard development and building approvals. Council and staff acknowledged multiple partners and funders worked on the proposal, and Hussain thanked community groups and local economic development staff for their involvement.
