Louisiana DNR posts draft hydrogen policy recommendations: leadership, economic plan, regulatory alignment

BATON ROUGE, La. — The Louisiana Department of Natural Resources presented a set of draft policy recommendations to the Clean Hydrogen Task Force on Aug. 25 that would formalize continued state leadership, coordinate economic development, and align permitting and definitions with federal rules as the hydrogen economy develops.

Amanda McClinton (assistant secretary, Office of Energy, LDNR) and Matthew Rionis (task force staff) said the draft report organizes recommendations in three buckets: leadership, economic development and regulatory alignment. The nine recommendations include establishing a coordinating committee or continuing body to carry the task force’s work forward, appointing dedicated staff or a focal point for state liaison, maintaining active engagement with Louisiana’s federal delegation on 45V/45Q and related rules, and developing a Louisiana hydrogen economy action plan that would be embedded in the recently published state strategic plan rather than duplicating it.

Economic development recommendations propose a phased, prioritized approach: designate hydrogen hubs or clusters, accelerate necessary transport and storage infrastructure, encourage demand‑side measures, and evaluate targeted incentives. DNR staff also put forward creation of an innovation fund to support pilots and demonstrations (staff accepted a suggestion from Louisiana Economic Development to leverage the state’s existing Louisiana Growth Fund rather than create duplicative instruments) and urged strengthened workforce training programs to prepare local labor.

On regulatory alignment, DNR recommends adoption of commonly accepted, federally consistent definitions for “clean hydrogen” and lifecycle accounting, and it asked for expanded regulatory capacity to speed timely review of sequestration and hydrogen‑related permits. The staff reviewed an anticipated schedule: a public posting and comment period for the draft recommendations, a mid‑September draft report for task force review, an October meeting with additional comment, and a final report and vote expected in November (staff said they will notify members of any timeline changes).

Ending: DNR staff said they will circulate the draft recommendations for public comment and incorporate task‑force feedback; members suggested the coordinating body be housed under the state natural resources commission and recommended that economic development actions be framed as a Louisiana hydrogen economy action plan embedded in the state strategic plan.
