DOTD outlines transformation plan, LTF obligations and $100M bridge-bundle procurement
Summary

Newly installed DOTD leadership briefed the Joint Transportation Committee on Aug. 19 about a departmental “transformation” intended to speed project delivery and introduce new procurement models for frequent maintenance and replacement needs.
Secretary Glenn Lede told the committee DOTD is establishing an Office of Project Delivery to streamline planning-to-construction timelines, and an Office of Transformation to drive innovation; he said those changes follow legislative direction from the prior session. Deputy/Assistant leaders walked the committee through two rounds of locally targeted transportation funding the department terms “LTF 1” and “LTF 2.”
Deputy secretary Eric Delfone (and staff) said DOTD obligated about $268 million of the $285 million allocated under the first tranche (the presentation called this LTF 1), putting 62 projects — many rural-route preservation and local priority projects — into preconstruction or construction. DOTD said it retained roughly 6% to cover contingencies and change orders.
The department also unveiled a $100 million bridge-bundle procurement to replace 62 bridges statewide in three packages using a progressive design–build approach to accelerate timelines. DOTD broke the bundle into three regional packages: North Louisiana (Districts 04 & 05) — 23 bridges, approx. $33 million; Central and Southwest Louisiana — 19 bridges, approx. $29 million; and Southeast Louisiana (Districts 02, 61, 62) — 20 bridges, approx. $38 million. DOTD has issued a notice of intent and sought letters of interest, with the next step a request for qualifications.
Archie Chasson, the newly introduced executive director for the Office of Louisiana Highway Construction, said the office intends to use streamlined procurement and private-sector delivery capacity for many projects, with the objective of reducing cycle time from planning to construction.
Committee members asked about the department’s complaint/project portal and legislative oversight for letting schedules. DOTD staff said a project-status portal is available on dotd.la.gov and that they track individual legislator requests internally; staff committed to provide further data on letting schedules and planned obligations.
Why it matters: DOTD’s deployment of progressive design–build and a new highway-construction office aims to shorten delivery timelines for many smaller bridges and rural pavement projects while using larger one‑time funds to get projects to construction quickly.
What’s next: DOTD will continue solicitations for the bridge bundles, provide the committee with a more detailed letting schedule and a breakdown of which LTF projects are shovel-ready.
