After adjourning into a closed session to evaluate qualifications-based proposals, the Farmington City Council returned to open session and voted on the procurement committee’s recommendation for professional engineering services to support the Aspen ambient-adjusted reading and enterprise interface toolkit implementation.
City procurement staff reported that offers were submitted and that the evaluation committee provided a ranked recommendation. In open session council accepted the committee’s recommendation and moved to award the agreement to MW Resource (as named in the public record of the meeting). Councilor Roberts moved to award the proposal; the motion was seconded by Councilor Giacchino, and the council called for and recorded a vote.
The procurement presentation referenced an evaluation of pricing schedules and an in-state preference in the final ranking; specific contract amount, scope of work and the executed-agreement start date were not read into the public record during the meeting and were not included in the open-session summary. City staff said a professional-services agreement would be executed consistent with the procurement rules and the committee ranking.
Because the selection followed a closed-session review of qualification-based proposals, council said the only matter discussed in closed session was the RFQ evaluation; no other closed-session topics were announced when the body returned to open session.
Council directed procurement to proceed with finalizing the agreement and to provide contract documents and any required notices to the city clerk for the public record.
