The Santee City Council on Aug. 13 unanimously appointed Nitin Nikrani as interim building official effective Aug. 14 and approved an employment agreement under Government Code section 21221(h), which allows jurisdictions to hire CalPERS‑retired annuitants to fill vacant positions on an interim basis during recruitment for a permanent appointment.
City staff said the building official position became vacant on April 7 and the interim appointment is needed while the city recruits a permanent official. Staff described Nikrani as having more than 35 years of local government and management experience, including extensive building‑code and project‑review background from prior service with the City of San Diego and retirement from the City of Irvine. Staff recommended adoption of the resolution and execution of the employment agreement; the council voted to adopt the resolution and approve the agreement without recorded public comment or amendments.
The appointment is recorded as item 13 in the minutes. Staff said the appointment and agreement comply with Government Code section 21221(h). No timeline for recruitment of a permanent building official was given on the record during the meeting.
Council members recorded unanimous approval; staff will proceed with the employment agreement and the interim assignment pending completion of the recruitment process for the permanent position.
