Two residents spoke during public comment on July 21 about animal overpopulation, abandonment and enforcement; the board later recorded donations to the animal shelter.
A commenter identified as Ashley (public commenter) urged stiffer penalties and enforcement, saying stronger penalties and coordinated action could reduce neglect and dumping. Ashley said penalties and assistance could deter failures to care for animals.
Beverly O'Hara, identifying herself and giving a Diamond Head address, appealed "to the responsibility of the community and our courts and our council" and urged enforcement of ordinances and laws and more incentives for spay/neuter. O'Hara said shelters are overwhelmed and that overpopulation creates costs for government and hazards for residents. She described recent personal losses and urged the county to view the issue as both a moral and budget concern.
Later on the agenda the board spread on the minutes three recorded animal shelter donations: $600 from proceeds of the Diamond Head Lions Club dog show, $500 from Kristen Al Allier, and $5,000 from Industrial Brozer Control. The board approved recording those donations by unanimous vote (5-0).
Ending: Residents asked the board to increase enforcement and incentives around animal control; the board recorded three donations to the shelter and did not adopt new enforcement ordinances at the July 21 meeting.
