The district's human resources lead described a move to "staffing by position" — a rightsizing approach that ties teacher positions to enrollment and program needs rather than staffing by individual. "Since June 1, we've had 67 total jobs posted," HR staff reported, and most have been filled; the presentation showed 61 of those positions now filled and about 11 active postings remaining.
HR staff described the district's method: adjust classroom staffing after removing students in specialized programs from general‑class counts, then calculate target class‑size ratios (the analysis used a 25‑student target baseline and noted an MOU that sets K–1 targets near 24–26). The analysis identified some schools with ratios well above the district target and others below it.
To address imbalances, HR said it had left a 0.75 middle‑grades posting at Scotts Mills vacant while considering options and intends to reassign a teacher-on-special-assignment (TOSA) from Robert Frost to fill an instructional need at Scotts Mills. Because that reassignment removes the TOSA slot at Robert Frost, the HR director said he likely would recommend a reduction in force for one secondary social‑studies licensed position unless another placement can be found.
HR emphasized monitoring enrollment through the last pre‑school days and the formal 10‑day enrollment count; staff said they will seek to minimize disruption and to reassign or redraw positions where possible before issuing any formal RIF. Board members pressed on student experience and class configurations (including multi‑grade classrooms at smaller schools) and asked for continued updates; the HR director said principals had been consulted and that the district would provide updated enrollment-by-grade sheets as counts change.
The board did not vote on staffing moves at the meeting. HR said it would return with formal recommendations if any RIF action is required after final counts.
