The Silver Falls School District Board voted to award the 2025‑26 nursing services contract to Legacy Silverton Hospital after staff reviewed four proposals, Director of Special Services Brandon Larson said at the July meeting.
Larson said the request for proposals was built on a reduced service model the district used in 2024‑25 — approximately three to four nursing staff providing about 17 hours of student contact coverage per day — and that four organizations submitted proposals, including Legacy and three staffing agencies. A review panel that included district staff scored the submissions; Larson said the highest score went to Legacy Silverton Hospital based on the panel’s evaluation of performance requirements, continuity and experience in K‑12 settings.
The district budgeted roughly $330,000 for nursing services in the prior year and Larson said the winning Legacy proposal was approximately $307,000, which he said is within the budgeted range. Board members asked whether on‑call coverage would be provided by consistent, named nurses rather than a rotating, large pool; Larson said the district values continuity and that Legacy provides consistent staff who are familiar to students and families.
Board member questions about the RFP scoring sheet prompted staff to say the board may review more granular scoring information separately; legal counsel previously advised staff to publish an anonymized summary of scores in past procurement processes. The motion to award the contract to Legacy passed on a voice vote recorded as “ayes have it.”
