The Grants Pass School Board voted at a workshop meeting to move proposed revisions to the district’s instructional materials policy (library materials and challenge process) to first reading after hearing public comment from parents and community members who urged removing a proposed 25-day waiting period and voiced support for librarian-led selection processes.

After staff noted they had been working on the policy and administrative regulations (ARs) that outline selection and challenge procedures, several parents and community members addressed the board during the public-comment portion of the workshop. Speakers — including district parents identified themselves — urged the board to remove a proposed 25-day waiting period for new library materials, argued existing selection and challenge processes and librarian review provide appropriate safeguards, and warned the district that a broad waiting period could restrict student access and risk legal challenges under Oregon law.

One speaker explicitly referenced Oregon Senate Bill 1080 and state protections for access to materials. Parents asked the board to rely on the district librarian’s expertise (the speaker named the district librarian) and on the district’s existing administrative challenge procedure rather than adding a blanket delay that would slow students’ access to new materials. Staff confirmed the administrative regulations (ARs) implement the challenge process and that ARs would be cross-referenced in the policy.

After public comment the board moved the policy to first reading. A roll-call vote recorded unanimous approval to place the instructional materials policy on first reading; the board will continue to refine ARs for process flow and legal compliance.
