Tina Adams, the applicant, told the council she has "a partnership with the church right beside us" and that the parties coordinate event dates. Planning staff noted that maintaining the parking agreement is one of the conditions to keep the special use in compliance.
Council members asked whether the permission to use church parking was in place; Adams confirmed the arrangement. Planning staff said the condition requiring the parking agreement would remain part of the approval and that the special use would be in violation if the parking permission lapsed without an alternative arrangement.
Council moved to suspend the readings, then voted to adopt the special-use ordinance and approved the emergency clause. The council also noted that the parking agreement must remain active as a condition of the approval.
