Council approves conditional use for auto detailing at 1623 East Broadway with enforcement conditions

The North Little Rock City Council adopted an ordinance granting a conditional use to allow auto detailing at 1623 East Broadway, subject to conditions adopted during the proceedings.

Applicant Kevin Watkins spoke to the council and confirmed he had read and agreed to the terms and conditions. Council members and neighborhood representatives pressed for assurances that code enforcement would enforce the conditions. "If this is adopted, will code enforcement follow through and make sure all these items are addressed?" asked Council Member Robinson. Planning staff responded that enforcement of the listed items would be handled by the planning department.

Conditions discussed and confirmed on the record include: detailing to be completed inside the building, hours of operation limited to 7 a.m. to 7 p.m., no overnight parking of customer vehicles, and requirements relating to grease/water management. Kevin Watkins said he had a three-chamber sand–oil separator and had provided a plumber's letter to planning staff.

Council Member Baxter emphasized strict indoor-only compliance: "Number 5 says all detailing of vehicles will be completed inside. I've always been taught that all means all, and that's all it means." The applicant said the vehicles observed earlier were personal vehicles.

The council voted in favor of the ordinance and its emergency clause after the applicant and staff confirmed the stated conditions and enforcement responsibilities. Planning staff indicated that a business license would not issue until required items on the list were satisfied.
