The Gilbert Town Council on June 10 approved a general plan amendment (GP24-06) and a rezoning with a Planned Area Development overlay (Z24-17) for the Sheffield Place project, allowing a 67‑lot single‑family detached subdivision where prior approvals had allowed multifamily units.
Nicole Russell, senior planner in Development Services, told the council the applicant requested a change in land-use designation from Residential 8–14 dwelling units per acre to Residential 5–8 dwelling units per acre and a rezoning from multifamily low to single‑family detached with a PAD. Two deviations were proposed: allowing two‑story homes adjacent to multifamily zoning along the northern boundary and permitting 62% retention on the front of the site where 50% would otherwise be allowed.
Russell said the applicant agreed to limit homes to two stories with a 30‑foot maximum height and that parking provided on non‑trash days would be 195 spaces. Staff reported a virtual public meeting and that, as of the hearing, staff had received seven letters of support from neighbors and six letters of support from local businesses or other neighbors.
Councilmember Jim Torgerson moved to accept the item; Councilmember Chuck Bongiovanni seconded. The council voted 7‑0 to approve the general plan amendment and rezoning with the stipulations in the staff report.
Council discussion clarified that the development will be single‑family detached homes for sale (not rental apartments or townhomes) and that the deviation request was intended to allow uniform two‑story homes throughout the development rather than requiring single‑story homes adjacent to multifamily zoning. No additional conditions or amendments were recorded in the meeting minutes; staff noted standard stipulations are in the staff report.
