Norma said the 10‑acre site in the Barrel District has been vacant since February 2010 and previously contained motels, an animal hospital and a mobile home park. A perimeter sound wall along Grand Avenue is the only remaining improvement on the property.
The Planning Commission recommended approval on April 24, 2025; council members moved and seconded motions to adopt Resolution R25‑40 (the general‑plan amendment) and Ordinance O25‑24 (the rezoning to PAD). Both measures passed on roll call votes with Council Member Leandro Baldiniegro, Council Member Diana Guzman, Council Member Millner, Council Member Bart Turner, Vice Mayor Lauren Tomachoff and Mayor Jerry Wires voting aye; Council Member Lupe Conchas was absent.
Supporters at the Planning Commission expressed support for the project, Norma said, and the staff report includes stipulations that the council approved as conditions of the rezoning.
