The Lake Havasu City Planning and Zoning Commission on June 4 voted unanimously to recommend two related land‑use actions on Anita Avenue that would clear the way for a multifamily project on approximately 0.7 acres.
The commission approved a minor amendment to the general plan future‑land‑use map to change 2441–2449 Anita Avenue from low‑density residential (LDR) to high‑density residential (HDR), and separately recommended rezoning the same combined parcels from limited commercial (C‑1) to residential limited multifamily (R‑3). Both recommendations will go to City Council on July 8 for final action.
Planning staff described the property as currently vacant and bordered by commercial development to the east and a mix of single‑ and two‑family residential zoning on the other sides. Planner Trevor Kearns said the proposed general‑plan amendment "is in conformance with many goals and policies within the city's general plan." The applicant's submitted layout showed a multifamily site with a central courtyard and a parking area serving five duplex buildings.
Commission discussion focused on how the change would affect shared parking arrangements for nearby commercial lots. Planning staff and the city attorney's representative explained that deed restrictions for the commercial node had created a parking‑in‑common arrangement limited to C‑1 properties. Planning staff said that the parking‑in‑common provision remains for the two existing C‑1 lots but that rezoning the subject parcels would remove them from that shared‑parking arrangement. Planning consultant Trevor Laird clarified the deed‑restriction point during discussion: "This commercial node has, their deed restrictions. And in the deed restrictions, it says that the parking in common is for, parking for any C 1 District properties." Staff confirmed that when the second C‑1 lot redevelops, construction on that lot would be required to complete the parking strip described in the deed restrictions.
Commissioner Joan DeZurro moved to recommend approval of the minor general plan amendment; Commissioner Susanna Ballard seconded. The commission later voted 7‑0 to recommend rezoning the combined parcels to R‑3; the motion for the rezoning was moved and seconded during the meeting and passed unanimously.
Staff said the general‑plan amendment and rezone comply with applicable development‑code findings and that the items will appear before City Council on July 8. No members of the public spoke during the public hearings on these items.
