The Goodyear Planning and Zoning Commission on Aug. 13 recommended conditional approval of a use permit for a Superstar Car Wash proposed in The Triangle at PV303, a commercial center east of the southeast corner of 160 Sixth Avenue and Indian School Road. The commission’s recommendation will be forwarded to City Council on Aug. 25.
Senior planner Kyle Abbott said the roughly 1.26‑acre site would host an approximately 4,000‑square‑foot car wash with three pay stations (allowing users to remain in their vehicles), 22 queuing spaces and 17 self‑serve vacuum stations. Abbott said the car wash would be set back more than 500 feet from the nearest residence, the tunnel would not face neighborhoods, and project elevations follow the center’s approved materials palette. The site is in a PAD (PV303) with underlying C‑2 zoning and falls inside Luke Air Force Base’s 65 DNL area as noted by staff.
Applicant counsel Madison Leak said Superstar uses modern equipment and water‑conservation technology and stressed the developer’s experience with similarly sized, best‑in‑class facilities. Abbott reported a neighborhood meeting where two members of the public attended; staff received no opposition and one member expressed support. Based on that and the staff evaluation against use‑permit criteria, staff recommended conditional approval.
Commissioner Wang moved to recommend the permit; Commissioner Roberts seconded the motion and the commission voted in favor. Commissioners commented the site is oddly shaped but suitable for the proposed use and that the car wash complements nearby quick‑service commercial uses. The recommendation will be forwarded to City Council for final action on Aug. 25 and remaining site‑specific details will be addressed through permit review and any stipulations imposed by Council.
